I noticed this for awhile now and I wondered if it was either a budget thing or a time thing.
House of Cards is, in my opinion, the epitome of television cinematography. It's using a teal/blue scheme, the picture frame in the first picture is highlighted for design/importance. The next two pictures is how House of Cards is breaking the 180 rule. This disorientates the audience. The camera is focused on Frank at all times stating that he's in control, he's power.
I feel like shows right now (popular shows such as CW shows) don't really focus on cinematography.
I don't think it's a budget thing either, I think it's a director thing: Example: Fargo TV vs Gotham.
